If the file is in use it cannot be registered. To solve this problem, reboot in safe mode and you will be able to successfully register the file as shown in the previous page. Please see below for step by step instructions.

Set your PC to boot into safe mode ( shown below )

Close all open programs.

Click Start, and then click Run. The Run dialog box appears.

As shown in this image, type msconfig and then click OK.

The System Configuration Utility appears, as shown in the image below . Check the "/SAFEBOOT" option, and then click OK.

You then see the prompt to restart the computer. Click Restart.

The computer restarts in Safe mode. (This can take several minutes.)

Click Start à Run… Type ( or cut and paste ) the following line and then click OK

regsvr32.exe C:\Windows\System32\SmartSubClass.dll

You will get a message saying DllRegisterServer in C:\Windows\System32\SmartSubClass.dll succeeded… Click OK.

Set your PC to boot normally

Close all open programs.

Click Start, and then click Run. The Run dialog box appears.

As shown in this illustration, type msconfig and then click OK.

The System Configuration Utility appears, as shown in the following illustration. Select the Normal Start-up load all device drivers and services option, and then click OK.

You then see the prompt to restart the computer. Click Restart.
